Our Functions

In the early 1970s, under the State Coalition Government, several studies were made aimed to re-structure the Local Authorities. The final outcome was that, the Local Authorities were assigned with the new responsibilities: i.e, to provide infrastructures and facilities for the people under its jurisdiction. The responsibilities on Education and Clinic were then entrusted to the Federal Government (as these were Federal matters). In addition, Local Authorities (District Councils) were entrusted with the duties to maintain cleanliness and beautification of their towns and bazaars. First and foremost was to provide clean public toilets which previously were in great mess due to lack of maintenance.

Somehow or rather and probably due to the absence of a town, Sibu Rural Dostrict Council then gradually began to embark on the responsibility of providing and constructing minor feeder roads into the interior parts of rural areas. This is an exceptional task. No other Councils in Sarawak does this. But prior to 1990, this was the only service that was provided (except for small Durin Bazaar), and there were also no street lighting services. It was only from 1990 onwards that scavenging services were eventually extended to the rural areas, upon the completion of roads accessible to reach certain parts of the interior. This was followed by some selected strategic locations where street lightings were then provided (i.e. at Ferry Points). In order to suit the present demands and necessities required by the populace in our area, the functions of Sibu Rural District Council since then have been diversified as follows:


Through a close co-operation with the Divisional Health Department, the Council is also deploying Health Inspectors to conduct constant checking and routine inspection on personal hygiene and environment cleanliness apart from assisting in the enforcement of various Acts and other relevant Regulations enacted by the Government through the Federal Ministry of Health. The Council's law enforcement officers through currently is understrength to oversee the huge area, are also being deployed regularly particularly to strategies places to ensure that the existing Local Authority Ordinance (L.A.O) Cap. 117, all of the said L.A.O. directives and orders are being respected, honoured and complied with accordingly.
 


Beautification & Cleanliness Programme 2003

1. RESIDENTIAL COMPOUND CATEGORY

Objectives:

This category is open to all registered owners of Chinese residential houses. There were 6 Chinese settlement areas have been selected to join the competition. The areas involve are Pradom, Stabau, Engkilo, Empawah, Seduan and Naman. Whilst in the Malay Kampung category only 2 Malay Villages, such as Kampung Kedada and Kampung Banyok have responded positively to participate in the competition.

 

1st Tidy and well-maintained greenery of residential house compound at Jalan Tg. Kunyit, Sg. Pradom.

2nd Use of hanging potted flower plants create an unique home garden at Sg. Sedit Englilo .


3rd An impressive verandah garden with well decorated potted flower plants at Pradom.

2. LONGHOUSE BEAUTIFICATION AND CLEANLINESS PROGRAMME

The Longhouse and Cleanliness Programme was first initiated and implemented in the year 1996. It was then officially launched on 2.8.1997 by YB Encik Tiong Thai King, (Ahli Parlimen, Kawasan Lanang) at Rh. Nuang, Sg. Nibong.

3. SCHOOL BEAUTIFICATION AND CLEANLINESS COMPETTION

The inaugural launching of this noble activity which was launched in 1994 significantly witnessed 77 Secondary and Primary schools took part in the programme. In 2003 a total of 40 schools comprising of both secondary and primary schools participated in the competition.

4.  CLEANING CAMPAIGNS

Cleaning Campaigns or locally known as gotong-royong , have been continuously organized by SRDC at various localities within Council's jurisdiction. The ultimate aim is to create a greater degree of awareness amongst the local communities to unkeep and to maintain their surrounding area clean, hygienic and tidy. Secondly, this activity is aimed to share and to impart an idea with the local communities that it is our common responsibility to eradicate the potential breeding grounds of deadly disease bearing insect particularly mosquitoes, houseflies, cockroaches and etc.

5.  PRIZE PRESENTATION
